Civil Society Forum – Tirana 2023 | “Unlocking Progress: The European Future of the West
In 2025, the Civil Society & Think Tank Forum builds on the momentum of previous years. Six thematic rapporteurs, will each report on one of the key Berlin Process priority areas.
The British Council and Rapporteurs facilitated In-country meetings and regional consultations to gather inputs from civil society actors across the WB6. Each theme engaged 12 CSOs (two per country) to co-develop recommendations.
These thematic recommendations are being finalised in advance of the CSF Main Forum in Podgorica on 22–23 September 2025, where they will be presented, validated, and discussed with regional stakeholders and representatives of the Berlin Process governments.

The CSF Main Forum will take place in Podgorica on September 22-23, one month before the Berlin Process Leaders’ Summit on October 22.
At the Forum, perspectives of civil society and think tanks will be presented and discussed directly with stakeholders from the region and the EU.
